planning & developing special educational provision

Planning and developing special educational provision is a core responsibility of local authorities.  One of the key guidance documents on this area of policy is Planning and Developing Special Educational Provision – A guide for Local Authorities and Other Proposers (DCSF 2007).  This can be accessed at

During the first year of the Hub’s activities (2008-2009), there will be two phases of work:

  • Phase 1 – Development of national exemplification guidance
  • Phase 2 – Dissemination/implementation of phase 1 materials at regional level

The national exemplification guidance will cover the following areas:

  • Developing and applying the SEN Improvement Test
  • The use of data to audit need and evaluate impact
  • Effective consultation with stakeholders
  • Aligning proposals with the funding cycle including BSF
  • Design and organisation of effective provision such as co-location, resourced provision
  • Application of School Organisation Guidance for Decision Makers in relation to special schools
  • Competition process
  • Evidence of good practice
